	The Fourth Circuit Solicitor’s Office is committed to vigorously prosecuting violent repeat offenders. However, we are fully aware of our responsibility to be a minister of justice. (South Carolina Rules of Professional Conduct, Rule 3.8, Comment 1). The role and responsibility of the Solicitor (Prosecutor) is to seek justice… State v. Rice, 652 S.E.2d 409, 425 (Ct.App2007). This office will continue to vigorously prosecute cases, but also seek justice.

	I am proud of the accomplishments of the office since becoming Solicitor in 2009. The new court case system is now fully implemented, allowing us to handle cases more efficiently.  We continue to reduce our dockets with pleadings and trials, resulting in high sentences for violent offenders. In the first 11 months of office, we have disposed of 4,865 cases. 

	I am also very happy with the continued success of Drug Court and other programs like Juvenile and Adult Pretrial Intervention (PTI), Community Juvenile Arbitration, Alcohol Education Program, and our Worthless Check Unit. For more details on these programs, please visit page 3 on our website.

	The first year of transition has been a difficult one. Like other agencies, the Solicitor’s Office continues to strive to maintain services with a diminishing budget. I have implemented several budget cutting measures including decreased workdays and changes in office equipment.  While these budget reductions have resulted in temporary loss of programs like Camp Turning Point, we are confident we can get them back on track when the economy turns around.

	With the on-going growth of gang activity in our area, the safety of our citizens continues to be my primary concern. I am working with law enforcement and community members to establish a gang task force to identify and control the growth of gangs in the Fourth Circuit. 

	As a husband and father, I am committed to our youth and work toward programs to help our youth stay in school and on the right track.

	I look forward to the next year and its challenges, and am confident that with your cooperation, we can make this a safer community for our friends and loved ones.
